Plains GP Holdings, L.P. (Nasdaq: PAGP) has announced the appointment of Dean Liollio as Executive Vice President and Chief Operating Officer (EVP and COO) for Plains All American GP LLC and PAA GP Holdings LLC, effective October 2, 2026. Mr. Liollio replaces Chris Chandler, who is resigning from the company effective the same date to pursue other interests.
According to the filing, Mr. Chandler’s resignation is not due to any disagreement regarding the company’s operations, policies, or practices. Mr. Liollio, age 67, has served as Senior Vice President, Special Projects, at Plains since June 2024. Prior to this role, he held the position of President of Plains Midstream Canada from 2020 until 2024, and previously served as President of PAA Natural Gas Storage from 2008 until 2020, as well as President of Plains Gas Solutions from 2016 until 2020.
Before joining Plains in 2008, Mr. Liollio held executive roles including President, Chief Executive Officer, and Director of EnergySouth, Inc., and President and Chief Operating Officer of Centerpoint's natural gas distribution operations across a five-state area. He holds a Bachelor of Science degree in Industrial Engineering from Texas A&M University.
The filing details the compensation package for the new role. Mr. Liollio will receive an annual base salary of $625,000. His annual bonus target is set at 150% of his base salary. Additionally, he will receive a time-based promotional Long-Term Incentive Plan (LTIP) grant consisting of 150,000 phantom units, which will vest in August 2029.
Chairman, CEO, and President Willie Chiang commented on the appointment, stating that Mr. Liollio is immensely qualified to take on the key leadership role and has been instrumental in executing recent initiatives. Mr. Liollio has no family relationship with any executive officer or director of Plains.
