The Federal Home Loan Bank of Des Moines announced on September 3, 2026, that its Board of Directors has appointed Wil W. Osborn as President and Chief Executive Officer, effective October 1, 2026. Mr. Osborn will succeed Kristina K. Williams, who announced in January 2026 her intention to retire after serving as CEO since January 2020.

Mr. Osborn, age 61, currently serves as the Bank’s Chief Business Officer. Prior to joining FHLB Des Moines in 2020, he served as Senior Vice President and Chief Financial Officer of the Federal Home Loan Bank of Topeka, a position he held since 2010. The appointment follows a comprehensive succession planning process led by the Bank’s board of directors and its succession committee, which engaged an executive search firm to identify candidates.

As President and CEO, Mr. Osborn will receive an annual salary of $900,000. He is eligible to earn incentive awards under the Bank’s annual and long-term incentive plans, with a maximum potential incentive award equal to 100 percent of his base salary. He will also participate in all retirement and other benefit plans available to other named executive officers.

In a statement, Board Chair Karl Bollingberg expressed confidence in Mr. Osborn’s ability to build upon the Bank’s strong foundation and advance its mission to support members and communities. Ms. Williams, the outgoing CEO, stated that she is confident in the strength of the Bank and its new leader.

The Federal Home Loan Bank of Des Moines serves 13 states and three U.S. Pacific territories, working with over 1,200 member institutions including banks, credit unions, and insurance companies. The Bank is wholly owned by its members and receives no taxpayer funding.
