The Federal Deposit Insurance Corporation (FDIC) and the Federal Reserve Board have published feedback letters regarding resolution plan submissions from October 2025. The agencies reviewed the 2025 resolution plans for 15 banking organizations that have assets exceeding $250 billion.
According to the joint press release, the review process did not identify any shortcomings or deficiencies in these specific submissions. Resolution plans, often referred to as living wills, are required documents that describe a banking organization's strategy for orderly resolution in the event of material financial distress or failure.
In addition to the 15 organizations reviewed, the agencies determined that a shortcoming previously identified in the 2021 resolution plan for BNP Paribas has been satisfactorily addressed. The feedback letters and related documents are available for the following banking organizations:
- American Express Company
- Barclays PLC
- BNP Paribas
- Deutsche Bank AG
- UBS Group AG
The agencies also published a template letter for Category II and III firms with resolution plans due in October 2025.
